The 28th Meeting on Off-Shell Science was held on February 13, 2023 (On line meeting). Eleven experts joined the meeting. Interesting topics on the category/category theory/states and random walk on the category, numerical calculations of the dressed photon based on the quantum walk model with energy dissipation, and dressed photon studies exerting a great impact on nanoscience were presented. Intensive discussions on these topics were made.
